Sea travel to Portugal is primarily of the luxury cruise type.
From the United Kingdom for instance, one can travel into northern Spain and then from Spain, plan a route to Lisbon. The entire trip will not only prove expensive, but also timely, taking more than a day of travel.
However, with a cruise, much of the holiday experience is the voyage itself.
Thus, a brief stopover in Portugal will just be one of many. In that time though, there’s certainly a lot to take in and see. In such cases, a walking tour of Portugal would probably prove most efficient.
